635  如果 Maximal window ever seen from peer 大于IPv4 (RFC1122, RFC2581) 则cutoff等于 Maximal window ever seen from peer 右移1位
637  否则cutoff等于 Maximal window ever seen from peer
640  如果cutoff且pktsize大于cutoff则返回:max_t - return maximum of two values, using the specified type*@type: data type to use*@x: first value*@y: second value(int, cutoff, 68U - Bytes of tcp header to send )
642  否则返回:pktsize
